Rehab News: Minister calls on parents to tackle underage drinking

Schools secretary Ed Balls believes that soaring rates of teenage binge drinking can be tackled if parental outlooks are adjusted.

According to Mr Balls, family members are supporting British teenagers' alcohol abuse by supplying them with "four-packs" of canned lager in order that they can go out and get drunk with their friends.

He was speaking following the publication last week of a survey conducted by Ofsted, which shows that one in five 10 to 15-year olds regularly gets drunk.

According to the minister, society needs to speak out against the practise of parents regularly giving their underage children alcohol as part of an effort to crack down on alcohol dependence.

"If parents give 15-16-year-olds a four-pack to go off and have a drink, I think that's the wrong thing to do. I'm not sure we have said that enough as a society," he said, the Guardian reports.

"Part of our problem with excessive drinking by teenagers is that a lot of the alcohol is bought by parents, family members and older friends."

Mr Balls said he thought it was a "sensible approach" to allow teenagers to drink from time to time at home, but believes that heavy drinking away from the home should be discouraged.

Survey of Hispanics and alcohol dependence to be expanded

A large survey conducted by researchers at The University of Texas School of Public Health Dallas Regional Campus, which examined alcohol abuse and dependence among Hispanic male populations in the United States, will be expanded to Mexican males living along the U.S.-Mexico border.

then be compared with the sample of 1,500 Mexican Americans in Los Angeles and Houston who were surveyed as part of previous research.

"The border population is particularly interesting because it is exposed to underage drinking options, with Mexico's legal drinking age being 18," says Raul Caetano, M.D., Ph.D., regional dean of the UT School of Public Health Dallas Regional Campus. "Along with age, we will be considering other factors such as religious affiliation, the Mexican culture's influence, the cost of drinking and male/female behaviour comparisons."

The researchers will explore the difference in the Mexican border population as compared to that of the non-border population. The acculturation of the non-border population will also be considered as a factor when examining Catholic or Protestant religious affiliation.

The original survey was funded by a $5 million grant from the NIH and examined various Hispanic populations in the United States and their rate of alcohol consumption. In the first survey, the Mexican-American and Puerto Rican populations had higher rates of alcohol dependence than South Central and Cuban Americans. For instance, Mexican and Puerto Ricans men had a 15 percent rate of alcohol dependence, whereas Cubans and South Central Americans showed 5 percent and 9 percent dependence, respectively. Anxiety often the result, not cause, of drinking

The relationship between alcohol misuse and the different forms of mental illness is a complex one, according to national agency Alcohol Concern.

According to Frank Soodeen, press and parliamentary officer at the agency, anxiety is often a consequence of heavy drinking, rather than the cause of the problem.

"While low doses may appear to cheer people up, higher doses increase psychological distress so drinkers become progressively more depressed," he explained.

The expert also revealed that excess drinking can have serious knock-on effects if the individual in question is already under stress.

"While problem drinking may not cause clinical depression, its effect on personal circumstances together with feelings of guilt and hopelessness may increase the likelihood of depressive illness," he added.

Some 7.1 million people in England are estimated to drink more than the recommended guidelines and around three million people in the UK are thought to be physically addicted to alcohol.
